Power Charges act as multipliers for specific skills. While inactive on their own, skills like 
Falling Thunder gain significant power by consuming them. They're not essential for all builds, but crucial for some, such as the Tempest Flurry Invoker build. They behave similarly to Frenzy and Endurance Charges, only activating when a compatible skill uses them. Items and other effects can also interact with Power Charges.
