How to Start The Lost Shipment Quest in Brighter Shores
To kick off this quest, head to Brannof Hall's Dining Room, easily accessible from Brannof Boulevard near the Town Square. After leaving the Training Grounds, you should find this area without much hassle.
Once in the Dining Room, speak with Cohen, who will brief you about the missing weapons shipment. As a dedicated town guard, you're the perfect candidate to help the Brannof family. Before departing, make sure to talk to Cohen again—he'll provide you with two essential leads to follow. Missing this step means you'll need to return later.
How to Complete The Lost Shipment Quest
Your mission involves pursuing two distinct lines of investigation, as suggested by the Brannof Hall noble. Start by removing any gear that identifies you as a Town Guard to ensure locals are willing to talk.
Talk to Captain Shirker on The Vincible
Captain Shirker awaits you on his ship, The Vincible, docked in the southeast part of town.
After speaking with the Captain, he'll invite you to dine at The Delectable Dab near Town Square. Over a meal, engage in light conversation before delving into the weapons' whereabouts. Captain Shirker will eventually disclose that he handed the weapons to a man in a blue waistcoat.
Head to the Town Square to find the Man in a Waistcoat lurking in a corner.
This man will reveal that The Illusion, a weapons dealer, has the plumbatae. He suggests you impersonate someone named Sam to trick The Illusion into showing you the weapons. The catch? Sam has a monobrow, so you'll need to grow one.
Visit the hairdresser on Old Street West and request a monobrow. This unique request will cost you 8 Silver and 280 Copper.
With your new look, you're ready to pursue your second lead at The Hooked Hand.
Ask Around at The Hooked Hand
Your next stop is The Hooked Hand, a restaurant near Eel Street.
You'll need to chat with several patrons before someone points you towards The Frequently Fresh Fish Stall.
The stall is located just past the Eel Street Bridge. The Fishmonger there will inform you that you must catch a Fetid Flounder from the Overgrown Pond to place a secret weapons order. You'll need to reach Level 25 in the Fishing Skill to catch this elusive fish.
Once you've caught the Fetid Flounder, you'll need to hide a note inside it. Use a Quill and Ink, along with some Paper, to write the note. If you don't have these items, you can find them on Lord Brannof’s desk in Brannof Hall. Then, interact with the note in your Quest Inventory to place it inside the Fetid Flounder.
Take the prepared Fetid Flounder to the Fishmonger at Frequently Fresh Fish and hide behind a nearby bush to observe who buys it.
Follow the Stranger
After purchasing the Fetid Flounder, the Furtive Stranger will dash off. Follow him down Willhope Crossing to Monab Row and knock on the door.
Ensure you're not wearing any Guard armor or helmets, so your Monobrow is visible. When you knock, claim to be Monobrow Sam to gain entry. Inside, you'll confront the thief, a Level 30 opponent. Prepare yourself for combat and defeat him.
After the battle, reclaim the Plumbatae from the chest and return them to Brannof Hall. With this, you'll successfully complete The Lost Shipment quest in Brighter Shores.
